He says, ‘I have spent enormous wealth.’

لبد (enormous) means, much wealth; wealth so abundant that there is no fear of its being exhausted; wealth collected in heaps (Lane & Aqrab).
Commentary:
Let the opponents of Islam use all their means (the verse purports to say) and spend heaps of wealth to stop spread of Islam, they will not succeed in their evil designs and Islam will continue to make both spiritual and political conquests.

اردو تفسیرِ صغیر
وہ کہتا ہے کہ میں نے تو ڈھیروں ڈھیر مال لٹا دیا ہے۔
یعنی خواہ دنیا کی ڈھیروں ڈھیر دولت بھی اسلام کے مقابلہ کے لئے لُٹا دیں۔ پھر بھی اسلام ہی غالب آئے گا اور وہ ناکام رہیں گے۔
