It is humanly impossible for a man to keep perfect balance between his wives in all respects; for instance love being an affair of the heart over which man has no control, a husband cannot be expected to have equal love for all his wives. But he can certainly deal by them with equity in other respects, and this he must do. So acting equitably between one’s wives pertains only to such acts over which one has control. This is the interpretation the Holy Prophet himself put upon this verse.

معلقة (a thing suspended) is derived from علق. They say علقه i.e. he hung it up or suspended it. علق الامر means, he left the affair suspended, i.e. undecided. معلقه is, therefore, a woman whose husband neither keeps her properly as a wife nor divorces her so that she might marry another man (Lane & Aqrab).
Commentary:
The words, And you cannot keep perfect balance between wives, however much you may desire it, mean that it is not humanly possible for a man to keep perfect balance between his different wives in every respect. For instance, love being an affair of the heart over which man has no control, a husband cannot be expected to have equal love for all his wives. But he can certainly treat them with equity in matters of money, time, etc., and this he must do. So acting equitably between the different wives, which has been laid down by Islam as an essential condition for polygamy, pertains only to such overt acts over which man has control. This is the interpretation which the Holy Prophet himself has put on this verse, both through his word and example. ‘A’ishah reports that the Holy Prophet used to treat his wives with equity in all matters over which man can have control and having done this, he used to pray to God, saying: "My Lord, these are my dealings in matters over which I have control; so blame me not for that which is in Thy power and not mine," meaning the feelings of the heart (Dawud, ch. on Nikah). The Holy Prophet is also reported to have said: "If a man has two wives and he is inclined to one of them (neglecting the other), he will rise on the Day of Resurrection with one of his sides having been torn off (Dawud, ch. on Nikah). Thus, both the example and the sayings of the Holy Prophet show that though a husband cannot love his wives equally, he should in his outward treatment, i.e. allotment of time, money, etc. be equally just and fair to all of them. 一个丈夫要在几个妻子之间各方面都维持绝对公平的待遇, 那是非人力所能做到的事情; 例如, 爱情出于内心, 不是一个男人可以控制得了的, 不能指望一个丈夫同等地爱他所有的妻子。但他当然能在其他方面相等对待她们。这一点他必须做到。因此, 只要是在他能力范围以内的, 就得相等对待他所有的妻子。这是穆圣亲自对这节经文的解释。

It were the chiefs themselves who had counselled Pharaoh to give respite to Moses and his brother (7:112); but now the same chiefs blame him for the time he had given to Moses and Aaron in accordance with their own advice. This is how those who meet with disgrace and humiliation become morally degraded.
Pharaoh himself was worshipped as a god by his people (28:39) and he in turn worshipped other deities. Hence the chiefs accused Moses and Aaron of having denounced the worship of Pharaoh and his gods.
The word Nuqattilu is in the intensified form and expresses the sense of ruthlessness and a slow and gradual process of killing.

Pharaoh himself was worshipped as a god by his people (28:39) and he in turn worshipped other deities. Hence, the chief men accused Moses and Aaron of having denounced the worship of Pharaoh and his gods.
The verb نقتل (we will ruthlessly slay) is in the intensified form and expresses the sense of ruthlessness and a slow and gradual process.
This expression is thus intended to signify the hardship and privations which Pharaoh inflicted on the Israelites and by means of which he sought to bring about their gradual but sure and ruthless destruction. The Quran, therefore, cannot be accused of anachronism on the ground that Pharaoh did not slay the children of the Israelites after Moses went to him as a Messenger of God, for it is an authentic fact of history that both before and after Moses went to Pharaoh with his message, the latter had put into execution schemes against the Israelites with a view to bringing about their gradual but inevitable ruin. This is the reason why the Israelites said to Moses and Aaron, "Ye have made our savour to be abhorred in the eyes of Pharaoh and in the eyes of his servants, to put a sword in their hand to slay us" (Exod. 5:21). Reference to this is to be found in 7:130. Moreover, the verse does not say that Pharaoh actually caused the Israelite children to be slain on this occasion. It only mentions a threat and not an accomplished fact.

Important Words:
ھشیما (dry grass broken into pieces) is derived from ھشم. They say ھشم الشیء i.e. he broke the thing. ھشمه (hashshama-hu) means, he broke it much or crushed it, namely a dry thing or anything hollow. ھشیما means, a plant that is dry and breaks or is broken into pieces (Lane & Aqrab).
Commentary:
The subject of the worldly life has been further elaborated by another parable in this verse. It purports to say that in the beginning worldly life looks very beautiful and attractive but its end is most wretched and miserable. On the other hand, spiritual life appears very hard and unpleasant at first but it ends most auspiciously and pleasantly. In the heyday of their power nations are very gay and happy and it appears that their glory will endure forever but once their decay and decline set in they are scattered by the winds of adversity like dry broken grass and are so completely forgotten as if they had never lived on this earth.

Commentary:
God’s Prophets are full of the milk of human kindness. Noah’s prayer shows that opposition to him must have been long, persistent and unremitting, and that all his efforts to bring his people to the right path must have been abortive, and that there had remained no possibility for any further addition to his small following, and also that his opponents must have exceeded all legitimate bounds in opposing and persecuting him and his followers, and in indulging in evil pursuits. Matters must have come to such a pass that a man of a compassionate disposition like Noah was constrained to pray against his people. In an identical situation the Holy Prophet’s attitude to his opponents presents a vivid contrast. In the Battle of Uhud, the Holy Prophet had two of his teeth broken. He was badly wounded and bled profusely, and yet the only words that escaped his lips on that occasion, were, "How will a people get salvation who have wounded their Prophet and have smeared his face with blood, for no fault but that he calls them to God. My Lord! forgive my people, they know not what they do" (Zurqani & Hisham).
الارض (the land) in the verse signifies Noah’s own land––Iraq––and not the whole earth. This word has been used at several places in the Quran in the sense of a particular land or country (5:27 & 28:82).

یہ بد دعا نہیں کہ سب کافر مارے جائیں‘ بلکہ دعا ہے کہ سب قوم ایمان لے آئے اور کافر کوئی نہ رہے۔

Commentary:
God’s Prophets are full of the milk of human kindness.
Commentary:
Noah’s prayer, embodied in this and the preceding verse may be read as not against but rather for his people. Besides the meaning given in the text the prayer may signify that not a single disbeliever should remain in the land, i.e. all should become believers.
