وَلَوْ جَعَلْنَٰهُ قُرْءَانًا أَعْجَمِيًّا لَّقَالُوا۟ لَوْلَا فُصِّلَتْ ءَايَٰتُهُۥٓ ۖ ءَا۬عْجَمِىٌّ وَعَرَبِىٌّ ۗ قُلْ هُوَ لِلَّذِينَ ءَامَنُوا۟ هُدًى وَشِفَآءٌ ۖ وَٱلَّذِينَ لَا يُؤْمِنُونَ فِىٓ ءَاذَانِهِمْ وَقْرٌ وَهُوَ عَلَيْهِمْ عَمًى ۚ أُو۟لَٰٓئِكَ يُنَادَوْنَ مِن مَّكَانٍۭ بَعِيدٍ

And if We had made it a Qur’an in a foreign tongue, they surely would have said, ‘Why have not its verses been made clear? What! a foreign tongue and an Arab?’ Say, ‘It is a guidance and a healing for those who believe.’ But as to those who believe not, there is a deafness in their ears, and it is blindness for them. They are, as it were, being called to from a far off place.

And if We had made it a [a]Quran in a foreign tongue, they surely would have said, ‘Why have not its verses been made clear? What! a foreign tongue and an Arab?’ Say, ‘It is a guidance and a healing for those who believe.’ But as to those who believe not, there is a deafness in their ears, and it is blindness for them. They are, as it were, being called to from a far off place.[3593]

Commentary:

The verse means to say that all the teachings of the Quran have been explained in most lucid, expressive and meaningful language, but it matters little to those who have closed their hearts and ears to it, and whose eyes have been sealed up.

The expression, they are being called to from a far-off place signifies that on the Day of Judgement the disbelievers will not be allowed to approach the Throne of God, but will be called from a far-off place to render an account of their evil deeds. It may also mean that disbelievers have shut their ears to the Quran, and they refuse to ponder over it, so it remains as unintelligible to them as an indistinct and confused voice that a person hears from a far-off place.

And if We had made it a [c]Qur’an in a foreign tongue, they, surely, would have said, ‘Why have not its verses been made clear? What! a foreign tongue and an Arab Prophet?’ Say, ‘It is a guidance and a healing for those who believe.’ But as to those who believe not, there is a deafness in their ears and to them it is blindness.[2638A] They are, as it were, being called from a far-off place.[2639]

The meaning of the Qur’an is obscure to them and the beauty and usefulness of its teaching are hidden from them.

The expression, They are being called from a far-off place, signifies that on the Day of Judgment the disbelievers will not be allowed to approach the Throne of the Almighty, but will be called from a far-off place to render an account of their evil deeds. It may also mean that the disbelievers have shut their ears to the Qur’an, and refuse to ponder over it, so it has become as unintelligible to them as an indistinct and confused voice that a person hears from a far-off place.

اور اگر ہم نے اسے اعجمی (یعنی غیر فصیح) قرآن بنایا ہوتا تو وہ ضرور کہتے کہ کیوں نہ اس کی آیات کھلی کھلی (یعنی قابل فہم) بنائی گئیں؟ کیا اعجمی اور عربی (برابر ہوسکتے ہیں)؟ تُو کہہ دے کہ وہ تو ان لوگوں کے لئے جو ایمان لائے ہیں ہدایت اور شفا ہے اور وہ لوگ جو ایمان نہیں لاتے اُن کے کانوں میں بہراپن ہے جس کے نتیجہ میں وہ ان پر مخفی ہے۔ اور یہی وہ لوگ ہیں جنہیں ایک دُور کے مکان سے بلایا جاتا ہے۔

French

Et si Nous en avions fait un Coran dans une langue étrangère, ils auraient sûrement dit : « Pourquoi ses versets n’ont-ils pas été rendus clairs ? Comment ! une langue étrangère et un Prophète arabe ? » Dis : « C’est une direction et une guérison pour ceux qui croient. » Mais quant à ceux qui ne croient pas, il y a une surdité dans leurs oreilles, et ce Livre leur paraît obscur. Ceux-là sont, pour ainsi dire, appelés d’un endroit fort éloigné.

Hätten Wir es als einen Qur-ân in einer fremden Sprache gemacht, sie hätten gesagt: "Warum sind seine Verse nicht klar gemacht worden? Wie! eine fremde Sprache und ein Araber!" Sprich: "Er ist eine Führung und eine Heilung für die Gläubigen." Doch diejenigen, die nicht glauben – in ihren Ohren ist Taubheit, und er bleibt ihnen unsichtbar. Sie sind (wie) von einem weit entfernten Ort angerufen.

如果我以外国言语降示[c]«古兰经», 他们还能说: “为什么经节不被解释明明白白? 外国言语 (的经典) 和一位阿拉伯 (先知有什么关系)?” 你说: “它是对信仰者的指导和治疗。” 那些不信仰的人, 在他们的耳中有重听, 它 (的真相) 对他们是隐蔽的。(好像) 他们从很远的地方被呼唤 (的一样)。

E se Noi avessimo fatto un Corano in lingua straniera, per certo essi avrebbero detto: «Perché i suoi versi non sono stati stesi con chiarezza? Che! Una lingua straniera e un arabo?» Di': «È una guida e un balsamo per coloro che credono.» Quanto invece a quelli che non credono, c'è sordità nelle loro orecchie e sono colpiti da cecità. È come se fossero chiamati da un luogo distante.

Spanish

Y si hubiésemos hecho un Corán en idioma extranjero, ciertamente habrían dicho: “¿Por qué sus versículos no han sido hechos con claridad? ¡Cómo! ¿Una escritura en lengua extranjera y un profeta árabe?”. Diles: “Es una guía y curación para los creyentes”. Mas en cuanto a quienes no creen, hay sordera en sus oídos y es ceguera para ellos. Es, por así decirlo, como si estuvieran siendo llamados desde un lugar muy lejano.

اردو تفسیرِ صغیر

اگر ہم اس قرآن کو اعجمی بناتے (یعنی عربی زبان کے سوا کسی اور زبان میں اتارتے) تو وہ (مکے والے) کہہ سکتے تھے کہ اس کی آیتیں کھول کر کیوں نہیں بیان کی گئیں۔ کیا اعجمی زبان اور عربی نبی کوئی بھی مشابہت رکھتے ہیں؟ تو کہہ دے وہ مومنوں کے لئے ہدایت اور شفا[2] رکھتا ہے (یعنی عربی میں اتارا گیا ہے اور مکہ کے لوگ اسے سمجھ سکتے ہیں) اور جو ایمان ہی نہیں لاتے ان کے کانوں میں تو بہرا پن ہے اور وہ (یعنی اس کی حقیقت) ان پر مخفی ہے وہ لوگ ایسے ہی ہیں جیسے کسی کو دور کی جگہ[3] سے پکارا جائے۔

مطلب یہ ہے کہ جو نبی ساری دنیا کی طرف آنا تھا اس نے بہرحال ایک ہی ملک میں آنا تھا اور ایک ہی قوم کو اس نے ابتدائً مخاطب کرنا تھا۔ باقی قوموں نے اس قوم سے سیکھ کر اس کو دنیا میں پھیلانا تھا۔ پس بتایا ہے کہ قرآن کریم ہم نے عربی زبان میں اتارا ہے پس مکہ والوں میں سے جو لوگ ایمان لے آئیں گے ان کو اس سے ہدایت اور شفا ملے گی اور دوسرے لوگ ان سے سیکھ لیں گے۔

جب کوئی شخص دور ہو اور اندھا بھی ہو تو اس کو ہدایت دینا مشکل ہوتا ہے دور ہونے کی وجہ سے وہ آواز نہیں سن سکتا اور اندھا ہونے کی وجہ سے وہ اشارے نہیں سمجھ سکتا۔

اگر ہم اِس کو عجمی قرآن بنا کر بھیجتے تو یہ لوگ کہتے "کیوں نہ اس کی آیات کھول کر بیان کی گئیں؟ کیا عجیب بات ہے کہ کلام عجمی ہے اور مخاطب عربی" اِن سے کہو یہ قرآن ایمان لانے والوں کے لیے تو ہدایت اور شفا ہے، مگر جو لوگ ایمان نہیں لاتے اُن کے لیے یہ کانوں کی ڈاٹ اور آنکھوں کی پٹی ہے اُن کا حال تو ایسا ہے جیسے اُن کو دور سے پکارا جا رہا ہو

English - Sahih

And if We had made it a non-Arabic Qur'an, they would have said, "Why are its verses not explained in detail [in our language]? Is it a foreign [recitation] and an Arab [messenger]?" Say, "It is, for those who believe, a guidance and cure." And those who do not believe - in their ears is deafness, and it is upon them blindness. Those are being called from a distant place.

اور اگر ہم اسے عجمی زبان کا قرآن بنا دیتے توکہتے کہ اس کی آیتیں صاف صاف بیان کیوں نہیں کی گئیں کیا عجمی کتاب اور عربی رسول کہہ دو یہ ایمان داروں کے لیے ہدایت اور شفا ہے او رجو لوگ ایمان نہیں لاتے ان کے کان بہرے ہیں اور وہ قرآن ان کے حق میں نابینائی ہے وہ لوگ (گو یاکہ) دور جگہ سے پکارے جا رہے ہیں

And if We (had) made it a Quran (in) a foreign (language), they (would have) said, "Why not are explained in detail its verses? (Is it) a foreign (language) and an Arab?" If We had made it a barbarous Koran, they would have said, 'Why are its signs not distinguished? What, barbarous and Arabic?' Say: 'To the believers it is a guidance, and a healing; but those who believe not, in their ears is a heaviness, and to them it is a blindness; those -- they are called from a far place.'

Had We revealed this as a non-Arabic Qur'an they would have said: “Why were its verses not clearly expounded? How strange, a non-Arabic scripture and an Arab audience!” Tell them: “It is a guidance and a healing to the believers. But to those who do not believe, it serves as a plug in their ears and a covering over their eyes. It is as if they are being called from a place far away.
